FEDERAL AND STATE FUNDED GRANT EVALUATION

Marble Pillar Row

Rigorous Evaluation for High-Stakes Publicly Funded Initiatives

We serve as external evaluators for federal and state-funded initiatives, designing evaluations that meet funder and regulatory requirements while supporting meaningful learning and improvement. Our work balances accountability with equity, ensuring evaluation processes are rigorous, feasible, and grounded in real-world implementation.

We bring deep experience navigating federal requirements while designing evaluations that generate insight for program teams, partners, and communities—not just reports for compliance.

How We Approach Grant Evaluation

Our approach integrates culturally responsive and equitable evaluation with a strong understanding of federal funding environments. We work closely with program teams to clarify intended outcomes, define measurable indicators, and design evaluation strategies that align with grant requirements and organizational capacity.

We prioritize evaluation designs that support continuous improvement. This includes careful attention to data quality, ethical considerations, and feasibility—particularly in complex, multi-site, or community-based initiatives. Throughout the process, we ensure findings are interpretable, defensible, and usable across audiences.

What We Provide

Support is tailored to grant requirements, program design, and implementation context and may include:

  • Translation of federal and state funder requirements into evaluation plans

  • Logic models and theories of change aligned with grant objectives

  • Identification of indicators, data sources, and realistic timelines

  • Design of evaluation instruments and protocols that meet federal standards

  • Mixed-methods data collection and rigorous analysis

  • Preparation of required federal and state reporting

  • IRB-informed evaluation design and compliance support

  • Reporting for program teams, boards, funders, and community partners

  • Guidance on using findings to strengthen implementation and outcomes

Impact From Our Work

HudsonAlpha Institute – NSF ExLENT Grant

Designed and implemented a comprehensive evaluation strategy for a nearly $1 million STEM education initiative in under-resourced communities. The evaluation tracked student STEM identity, career awareness, and barrier reduction through pre- and post-surveys, interviews with educators and counselors, and parent focus groups. Findings directly informed program adjustments while maintaining strict IRB protocols and federal reporting requirements.
